The Indy 4 script didn't satisfy the "3 principals."

The 4th Indiana Jones was indeed stalled because of problems with the script. From what we gather the script didn't satisfy the "3 principles."

THE THREE PRINCIPLES OF AN INDIANA JONES MOVIE:

Number 3: Indy's outfit must become a caricature of itself with each passing film.
Number 2: Any pretense of exploring the subtle, more complex aspects of an ancient artifact's existence is dropped by reel 4 in favor of a lame-o action sequence.

and the Number 1 Principle of an Indiana Jones movie: Wrinkly old Harrison gets to stick his gamey tongue in a hot babe's mouth.
