There is no way that the next movie will be set around the time of the first three. Firstly Harry's age, he's not getting any younger. He could pass for at least 50 which would set the new movie in the late 40's or early 50's.
Lucas and Speilberg would loose credibility if they set Indy IV in the 30's.
