Yes. A whip can cut to the bone as well as break bones if handled by someone who knows how to use one. I say this because the whip is really only dangerous at the precise moment that the whip cracks (maximun velocity). After it cracks, the whip has lost most of its energy and is relatively harmless, although it can still leave a painful welt. My sister owns a horse that has a two foot long scar running down it's neck that was caused by a whip from a previous owner! So be careful.
