He did tie himself to the periscope. They were going to show this in the movie by filming a miniature sub, with a puppet of Indy hanging from the periscope. I wish I had a scanner, as the Raiders collectors album has a great shot of some ILM guys filming this on the water. I don't know why they cut it out though.
