Indy could have tied himself to the snorkel, not the periscope. : In the scene when Indy climbs aboard the U-boat and everybody on Katanga's ship is cheering, it's clearly ready to submerge - as indicated by the absence of lookouts on the deck and conning tower. We see this confirmed later when one of the watch officers looks through one of the periscopes and sees the island, the scope was never used on the surface as you could see out from the bridge.

Just as an aside, the sub used in Raiders was the full scale sub mockup from the German film "Das Boot" (The Boat) that had just completed filming earlier that year. According to the "Making of Raiders" book, they were sweating bullets shooting this scene, as they had to tow the sub mockup out to open ocean and it couldn't handle very rough seas. Apparently the scene was shot at the absolute highest sea swells that the model could handle. Regards. Michaelson
