I believe you are refering to the market place scene in Raiders
where the buckle does appear to be on the "back" of the strap.
However, if you look frame-by-frame, you will see Harrison Ford
accidently put his bag on backwards in that scene. To verify there
is no buckle on the back of the strap, watch the scene where he
climbs "up" from the map room... there is a very clear shot of
the back of the strap and there is no buckle.
