I'm not sure but I think it's there so that you wrap the string from the other side of the bag around your waist and then around the disc to secure it. I doubt it was done much in practice, judging from the WW2 pics I've seen of people wearing the bag. You can see the disc in the movies. I have a picture of the bag with the mask I will try to post if I get access to a scanner anytime soon.
