White Witch is not horrible. It actually has a couple of really good action sequences, unlike Sky Pirates which always seemed to be building toward something. However, as if often the case with these things, once you've written it down, it becomes official. White Witch is the official "Excalibur" novel. (Actually Caliburn, as if it made a difference--it seemed to for Caidin.) This means that as far as the IJ timeline is concerned, that particular legend has already been dealt with.
White Witch still casts IJ in the role of super spy, hunting the same evil crime organization from Sky Pirates. The treasure he seeks, as in Pirates, is rather irrelevant, but the action level is a little better. At least Indy doesn't seem quite so bent on becoming a pilot in this one.
Final verdict--if you are really, really bored and you've already read Golden Voyage ;-), and there's nothing good on TV, then White Witch is an amusing way to kill a couple hours.
