That's right. One of the common themes of the old serials that the Indy trilogy is based on was that (I doubt that this was done deliberately) no matter how much action the men went through, their hats would never come off their head, leading viewers in later years to ask, "Are the hats stapled to their heads?!?".

Apparently, this fact was made to be an in-joke on the set of Raiders of the Lost Ark. :)
