You quoted from "Raiders" so I'll just address the lack of NY accents in that film. First, we hear very few New Yorkers speak in "Raiders." In fact I can't think of one character who is a native New Yorker in the whole film. Marcus is English. The two Army guys are just visitors and we don't know where they came from. None of Indy's students had any lines. That leaves only Indy himself. I'm sure someone on this forum knows where Indy is from but I don't. Even if he was born in New York, we know that he grew up all over the world and it's unlikely he'd have kept the accent.
