It's all physics.
The whip is made of skin which grips better than rope. Plus, it is heavier and it stretches slightly.
Basically rope and whip are made of two different materials: rope is made for roping and whips are made for whipping.

Not sure what else to say unless you want a detailed explanation of the physics behind it.
