Yes, Spielberg did wanted to make a 007 film (he got rejected by United Artists in 1974, because they thought he wasn't experienced enough), but when they went further and further into pre-production, he wanted Indy to be more like Humphrey Bogart in The Treasure of the Sierra Madre. Yes, Lucas did want him to be more as a playboy, but it finally came to a compromise. But when it did come time to cast Indy's dad in Last Crusade, Spielberg immediately wanted Sean Connery because he did consider Indy to be the legitimate cinematic son of James Bond, and Sean Connery would make it more obvious. It was more a collaboration between the two, but it definitely was more Lucas' idea than Spielberg's.
