Sure, announcements about fan fiction are welcome here. I'd like to make one exception:

If your starting something new in the fan fiction forum, it's ok to announce it, but repeated "Chapter 2 is ready!", "Chapter 3 is done", messages are discouraged. You can assume that people who want to keep up with your story are already monitoring the fan fiction forum.
