It's a video disc, but it specifically sounds as if you got a an old CED, (Capacitance Electronic Disc). RCA put out a bunch of these around the early 80's for something called the SelectaVision VideoDisc System. I found a Dirty Harry CED a while back, and had also never heard of them. Anyway, that's what it sounds like you're describing.
