Not true, Hitler felt that those races closest to his vision of a "master race" weren't so bad and he even envisaged them living side by side. For example, he had no desire whatsoever to go to war with Britain. However, this obviously shouldn't be mistaken as some sort of wisdom or even proper thinking on his part. As you say, he also had specific aims about who were not German enough/who had caused him pain in the past/whatever reason a madman chooses.
