I just chalked it up to the "Power Of Spielberg"(tm).
How else can you explain that wonderful moment where the hat blows right in front of him? Sorry. I know that's not the answer that you wanted, and I don't doubt that someone else will have a better explanation, but personally, I've always trusted my suspension of disbelief.
