I think Short Round is OK. He's not my favorite character in the movies, and he did bother me at times, but he didn't ruin the movie either. Some scenes between him and Indy are funny (like the card playing scene) and he shows that Indy isn't JUST about "fortune and glory" in that movie.

I think he was put in there because "TOD" needed something to lighten up its tone. Some already think that "TOD" went too far and is way too dark in comparison to the other two (even Spielberg has made these kinds of statements). Without Short Round, this would have been even more noticable, so I'd say that Spielberg and Lucas did what they could to minimize this reaction.
