On the first one you can tell it's not because the word 'Universe' is spelled 'Univers', which would not happen on an official poster. And then if you check the bottom right hand corner you'll see that the artists name is there, meaning it's just an computer user creating his idea for a poster with PhotoShop or something.

The second one is obviously not because the ships used in it are 3D models or something like that, besides GL always has the official ones a painting.

There are several sites that have whole galleries full of fan-created posters for Episodes I, II, and III. That's all these are.
