Is this it? Although what's a "boy collector"? Sounds suspicious to my 1999 ears:

If any of these sound close go to www.alibris.com where they specialize in old used rare books. I pulled those examples doing searches of "Boy handbook" and "Baden-Powell". I hope this helps- and let me know if you find it--the book sounds interesting!
