What do you mean by "beat up"

I'd Hate to show my ignorance in these matters, but you mentioned the hat was "beat up." Are all inspected packages opened and rummaged through - assuming this is how your hat was damaged? Also, do all packages receive Customs charges? I would hate for my Wested to arrive damaged by grubby hands of Customs employees.

One last question, to who and where to we pay the fees?
