Yup. I experienced the same thing too with the Peacock's eye tape (especially at the beginning of the tape), and I thought it was my video player.

I've also noticed that the rest of the YIJ tapes (i.e. the ones that were sold individually, played fine). Makes you wonder if Peacock's eye was recorded on lower quality tape because it's a "Free" Bonus tape...
