Same actors - Different roles!?

Coming from England, I get to play the "Spot the B-List English Actor that is used because nobody recognises them in the USA" game in all of George Lucas' productions - such as Mr Bronson from "Grange Hill" as Admiral Ozzel (ESB)/Hitler (LC) and Jonny Briggs' dad as Chief Bast (ANH)... Which will mean nothing to 99.9% of people on this board(!)

Anyway, whilst identifying the commercial actors and sit com stars in the Young Indy videos (of which there are many) I discovered that a lot of actors from the series are recycled as different characters - particularly noticable when you're watching the videos all the way through... For example, the English bird watching commander from Daredevils of the Desert is played by the same guy as the doctor in the POW camp in Trenches of Hell... And the French commander who lets Indy and Remy into the French army is played by the same guy who gives Indy his parachuting mission (both in attack of the Hawkmen). Most weirdly - one of the advisors from the Palace in TOD also plays the Sheikh in Tales of Innocence...

Can George Lucas not afford separate actors or is there some bizzarre reason for using the same ones in different roles? It gets annoying after a while!!
