Once the plant has grown, you need to take it to the "Master." He is an old man that resides inside a bell. To get to the building that houses the bell, you must cross the walkway at the top of the building that you are currently in. The walkway is at the top of the building that you are in, near a statue that you will use to "ring" the bell.
