You're right, the staff Indy carries is supposed to be five feet tall (according to Imam's instruction). The one in the movie is closer to seven feet. I think someone in the prop department misunderstood the script and thought it was supposed to be six kaddam high plus one kaddam instead of minus a kaddam.
This is a pretty glaring error considering that Indy reinforces Imam's measurement of the staff by commenting that Belloq's staff is too long. By rights, Indy should be digging for the Well of Souls even further away from the right place than the Nazis.

On film, this looks like an unforgivable error considering how many people on the set didn't notice it (prop guys, director, actors, etc.) but remember that films are shot out of sequence. It's possible that the filming of Indy carrying the staff and the scene in Imam's house were filmed weeks apart and in reverse order. It's easy to make a mistake.
