It's possible that the filming of Indy carrying the staff and the scene in Imam's house were filmed weeks apart and in reverse order. It's easy to make a mistake.

Only problem with that is that the correct and specific height of the staff was already factored into the instructions on the head piece. No where did it mention a factor of the height of an individual who was holding the staff at the foot stone, therefore we can only determine from this is that the height of the individual was either already considered into the instructions, or didn't make any difference.
