Look for a roman numeral one on the stain glass windows or the floor :)

Seriously, it's located at the top of the "ice cavern" for lack of a better word, i.e. the part of the Shambala sanctuary where the ice monster dwells. You'll have to find a moveable block and pull it so you can gain access. Also, if you see a wooden floor while going up to the second floor of the rooms, cross it as fast as you can, as it looks more stable than it actually is. Anyway, once you pull the block, you'll be able to go back down to the bottom of the cavern, and retrace your steps. Instead of jumping to the ledge where you were blocked before, you'll be able to jump over and continue to another room. In that room, you'll find platforms to jump onto and after some acrobatics and whipping you'll see a green door....and then urgon's part will be at hand....

Hope I didn't confuse you too much, but I can't be very specific as I don't have the game with me right now.....
