Indy didn't walk around in "Indy gear" all the time. Just when doing "field work". The rest of the time he wore a suit and tie. If he were to have gone out to dinner with Marion, he would not have worn a leather jacket. On the other hand, I doubt that it was legal to carry a Webley on the streets of Cairo, even in the 30's.
