I'm not sure how or when it happened, but it must have happened after 1950. In the Harrison Ford/Indy segment of "Young Indiana Jones and the Mystery of the Blues" (which took place in Wyoming, 1950), Indiana Jones had a beard but no eyepatch (i.e. both eyes were still functional).
