I think he says something along the lines of "The herr in the bar wishes to sprichen (sp,it's definately spelled wrong)" Sprichen, means along the lines of speak, such as "Sprichen Deutsche?"

I'm not an expert in German in anyway, someone correct me if I am wrong on any home front.
