Whip holder... too big?

I purchased the Raiders' version of the belt (with the whip holder
attached) from Noel Howard. I also have a 10ft. David Morgan whip.
When I place the whip in the whip holder, there is a great deal of
slack: I thought it would hold the whip quite snugly so it wouldn't
slide around.

Does anyone else have the attached whip holder and the whip and have
you encountered the same problem?
