Well, I think the thing is, you can't sell figures as Indiana Jones and make a profit off of them. Perhaps if they were resold for the same price as the original figure, it wouldn't be consider profiting, but I can see how it would be illegal to buy a six dollar figure, modify it, and sell it off for $12+.
