Actually he is aware of the legends of the Ark defeating Israel's enemies when they gazed upon it. He also knows not to touch the ARK, which is why the wooden carrying poles were inserted into the rings on the Ark's sides.

All of this is common Ark mythology. The only person allowed to touch the Ark was the priest. The outfit Belloq wears is that of an Israeli Priest, and the 12 jewels on the breastplate represent the 12 tribes of Israel.
