That scene was shot in England. The guy who played Hitler (Michael Sheard) in that scene has released his autobiography. In it, he talks about filming that scene (Ronald Lacey - Toht - played Himmler; something I didn't know until reading the book). Here's what he writes:

"Ronnie and I, and other big German brass were standing outside this very important looking German building - actually it was a private school in Berkshire which was closed for the holidays"
