Wested Jacket sleeves

How does the sleeves of a Wested fit on you guys? The circumference seems a weeee bit small on mine. If you are wearing a long sleeve shirt and put your jacket on - does your shirt ride up your arm a little?

I was initially sent a very small jacket so I sent it back and the second one I received fits better in the chest - but the sleeves seem small...I mean if I had the muscles HF had then I don't think it would fit!! -any comments?
