I think it would take a lot more then some silly art contest to deterr an individual from stop painting or drawing if they lost. You're self-esteem would be just way too low if your spirit is so crushed that you don't win an art contest. If this contest becomes official, I'll be submitting my pencil drawing of E.T. as Indiana Jones. I doubt very much it would win, but so what if it doesn't win? I'll live. :)
