How do you create "gifs"?

How are all the .gif images with transparent backgrounds made? I cannot make them with Corel PhotoPaint or Adobe PhotoShop. I tried lookin' around the internet and found a whole crap-load of sites that sell animated gif programs. I could give a rat's ass about animated gifs, I just wanna know how to create the stationary ones with transparent backgrounds(like the Indyfan Forum logo itself). It seems like every site's got 'em and they make it seem easy as hell. There's no way that everybody has a gif program...can someone help me out here?
