: My father, who was from the "fedora" period, sized his hats by folding tissue paper (like people use to line the inside of gift boxes) and inserting it under the sweat band. I tried this once, and it works. By varying the amount of paper, you can get the exact fit you want (within limits, of course).

the tissue paper sounds like a good idea. I dont think it would be so thick that the sweat band starts to bunch up and cause an uneven contact of the sweat band to the head.
