Yes, in fact it would - if you know how to do it. Andrew Conway explained in his "Bullwhip Book". I'll try to explain it in my own words: when the whip wraps around anything, the lash arranges itself in the form of a spiral. What you have to do to secure it is to pass the last curl over the previous one, so that it is pressing down on it (I hope I'm making some sense). Until you're maintaining pressure on the whip, it will stay there. And after the swing, one flick to the side should easily unwrap it.
