I think it was on cable(probably TBS) back in like 1989 or 90. I'm pretty sure Reagan's name wasn't Indy. But he did have a young Asian sidekick, and his love interest seemed dainty and overly girly(like Willie) but she was a redhead I think. It was called "Hong Kong" and Reagan wore the brown hat and brown leather jacket, had tan pants and the light tan shirt, but there was no whip and the movie itself was a lot more boring than an Indy.
