How about a Board where the Regulars can Register their names and get passwords to use them. But still doesnt deter one time visitors from posting.

That will cut down on Impersonations of the Regulars.

That or Just use the IP Ban on the sol.infonex.com pest
Most boards from Matt's Script Archive have them..
