You never wear a "cover" indoors, unless you're armed and on watch.
Hence, ther reason why you don't salute indoors (you only salute when "covered").
Whenever outside, you have to wear a cover, unless you're on a work detail or doing PT.

Many bits of military regs developed out of the appropriate courtesies of yesteryear. It was a reflection of that society.
Military customs, though, aren't inclined to change (especially in the Marine Corps!). Thus, the military maintains their regs for the wearing of covers.

I think that Bo pegged it, as I've seen such said more than once elsewhere... JFK's detesting of hats was the fatal blow.

Of course, what was old becomes new... if we keep wearing our hats, maybe we can help bring about a rebirth of them.

But you still don't wear them indoors!
