Bag Strap??.....What is a Chicago Screw?

Is it the same as an aluminum post binder screw? The man at the hardware store had no idea what I wanted when I asked about "Chicago Screws". I have seen short aluminum and brass post binder screws used to assemble leather shoulder holsters before, which leads me to think they may be the same thing. Can anyone confirm this thought? Does anyone have a pic of a "Chicago Screw" to post?, a pictures worth a 1000 words.
