Although I'm no Indygear guru (ie: Patterson, Michaelson) let me take a crack at it. I can tell you this - the pre-distressed seems to have a tendency to "wear" a lot quicker, meaning it's durability is compromised.
I've had a "new" finish Wested for about 2 1/2 years and it's just starting to show some signs of "aging," but I've been babying it.
So, to answer your question - "new" is exactly what it sounds like. "Pre Distressed" is a process that the jacket is put through at the Wested shop to artifically weather the leather before it is sent to the consumer. In terms of "better" it's really a matter of choice. I'd go for a "new" finish and weather it on some adventures.
