It's in the alley on Phatt Island where you knock on the door to try and find out the winning numbers for the bet thing.

In the same conversation, you get a dialgoue choice from Indy 3 when the guy says that he doesn't recognise you. Guybrush can say "What! You don't remember me?" or "I was transferred here today. New orders."
