A synthetic felt called permalux- it's a sheet of plastic (bizare plastic with little bits of non plastic mixed into it) covered on both sides with a thick layer of fibers) it is a high end fake felt used to make those grey hats, which sell in costume shops for around $15.00 -the lower grades are permafelt, and flocked plastic.
