Okay, after I re-read your post, I get the feeling that you might have a different problem than I thought. I'm guessing that you do know how to kill the snake? As long as you have the part activated, you should be able to go up.

As for why you couldn't just shoot it: Its just more entertaining to spear a giant snake with a big pointed stick!
