02. They must provide `Comprehensive Recreation, Entertainment, Relaxation, Fun and Joy' to people of all ages and all walks of life. From children to the old; and from simple poor to the elite.

03. Besides recreation, these parks must educate all in all spheres of life, including basic themes of general information, history, cultural heritages, Flora, Fauna and Wild Life, Geography, The Oceans and Space, Sciences, Etc.; with special emphasis upon Pak cum Islamic history, Pak cultural heritage, Pak Flora & Fauna, Physical & Geographical Features of Pakistan, Ideology of Pakistan, Etc.

FACILITIES

04 Galleries of all types [Art, Wax, Horror, Etc.].

05. Swings, Roller-coasters, Rides, Catherine Wheels, Etc.

06. Fun Excursions such as Artificial Jungles, Mine Tunnel, Simulated Mountains, Rock Climbing, Pirate Ships, Etc.

07. MAKE BELIEVE. Such as `Uncle Sargam, Puppet Shows, Mickey Mouse, Etc.'

08. Mini Zoos backed up with Expositions upon rare animals etc.

09. FANTASY LAND. Such as Interactive Simulators, Cinerama [all around cinema], "Scare Adventures [with Actors as Monsters, Ghosts, Etc.], Doll Cities, Mini Rail Roads, Etc.

INFRA-STRUCTURE

10. Good network of roads, paths, etc.

11. Excellent External and Internal Communications; including Reporting Points, Public Address Systems, Child Care and Location Centres, Etc.

12. Excellent mixture of First Aid and Basic Medical Care Centres.

13. Network of Resting Sheds and Rooms.

14. Hygienically Euro-American Standard Public Toilets

COMFORT AND CONVENIANCE

15. Living arrangements from `Five Star Hotels [Holiday Inn, Etc.] to Frugal [Low Priced] Facilities' to cater to all socio-economic levels.

16. Parks and Gardens with `Family Spots,' etc.

17. Fast Food Kiosks [McDonald's, Pizza Hut, Desi, Etc.] to High Class Restaurants.

18. Child Care Centres for parents who wish to take time off.

SAFETY AND SECURITY

ENGINEERING AND MAINTENANCE

27. Recruit Foreign Personnel as `Skeleton Staff.'

28. Recruit and train Pak Staff.

29. Arrange technology transfers, preferably with participation.

30. Contract arrangements with Five Star Hotels, Fast Food Chains, On Line Information Systems Etc. [Preferably with participation]. Land and Facilities OWN, rest on CONTRACT [Royalty Figures, payable to us, to be fixed].

31. All other technological, administrative and logistical requirements.

32. Arrange best harnessing and utilisation of existing [OWN] Resources.

33. Arrange Foreign cum Local Subsidiary Resources/Funds. Foreign Resources, preferably, in a "Phased Withdrawal Equity Participation."

34. Arrange Foreign Technological Assistance, preferably with collaboration arrangements.

35. Cater for the UNFORESEEN.

VJMC's ROLE

36. Draw up a working plan for emplacement of theme parks in Lahore and Rawal Pindi.

37. Harness and employ OWN RESOURCES to the best.

38. Where and if required, arrange Foreign/Local Resources with the best terms for ourselves.

39. Ensure all arrangements in close co-ordination with and with the explicit approval of "BEE ZEE NOUVELL."

40. Take care of all local government/Social Bodies requirements.

41. Supervise projects and advice till projects are functional.
