I don't know how they do things away from LA., but try calling the production company that is involved with the picture to see if they have job listings somewhere. Also, check the local paper and/or any talent agencies nearby and find out if they're hiring extras. I think the extra thing may be the best way to go.
Just my opinion and you know what they say about those . . .
