Side Strap Placement on Jacket

This issue has probably been beaten, re-hashed, and over-addressed already, but I'm curious. What is the proper level (on an ideal perfectly tailored jacket) that the side straps should be when wearing the jacket in relation to the waist/belt line?. Should it be above, below, or on/at the belt line of the pants. This is just the side adjustment straps, not the bottom hem line. If above or below, how many inches?.
