It is just a piece of elastic securing the inside of one side of the bi-swing pleat to the other side - keeping it closed when the wearer is relaxed. Combined with proper sizing of the jacket, this insures that the pleat stays closed when at rest. FS uses 2, I believe - one at the top and another near the bottom of the pleat. When done properly, they are nearly undetectable unless you know where to look.
